You don’t need these rules to start playing. In fact, they could be a hindrance. At first, just ignore any references to this chapter and keep to everything you’ve learned so far.
Once you have started playing and feel that you have a good grasp of the game flow, you can include the following Chapters one by one. You can read them in the given order or start with anything that catches your fancy. Each chapter can stand for itself, though they do work nicely together.
